Registering a First Information Report costs nothing, you are entitled to a free copy, and if the police refuse there is a specific legal remedy. Go to the police station for the area where it happened, give your account in writing, and ask for a copy of the FIR. Go to the police station for the areaمتعلقہ علاقے کے تھانے جائیں
Report at the station covering the place where the offence happened. Bring your written account so the complaint is recorded in your words rather than summarised by someone else.جس علاقے میں واقعہ پیش آیا، وہاں کے تھانے میں اطلاع دیں۔ اپنی تحریری روداد ساتھ لے جائیں تاکہ شکایت آپ کے الفاظ میں درج ہو، کسی اور کے خلاصے میں نہیں۔

If it is the wrong station, ask for a Zero FIRتھانہ غلط ہو تو زیرو ایف آئی آر کا مطالبہ کریں
For a serious offence, a police station must register the report even if the matter belongs elsewhere, then transfer it to the correct station. You should not be sent away to find the right building.سنگین جرم کی صورت میں تھانہ اندراج کا پابند ہے خواہ معاملہ کسی اور علاقے کا ہو، پھر وہ متعلقہ تھانے کو منتقل کرتا ہے۔ آپ کو درست عمارت ڈھونڈنے کے لیے واپس نہیں بھیجا جانا چاہیے۔
Use the words. Asking plainly for a “Zero FIR” signals that you know the rule, and that alone changes how the conversation goes. - 3

A note in the daily register, the roznamcha, is not an FIR and does not start an investigation. Ask for the FIR number. If there is no number, nothing has been registered.روزنامچہ میں درج اندراج ایف آئی آر نہیں اور اس سے تفتیش شروع نہیں ہوتی۔ ایف آئی آر نمبر طلب کریں۔ نمبر نہیں تو کچھ درج نہیں ہوا۔

Take your free copy before you leaveجانے سے پہلے اپنی مفت نقل لیں
You are entitled to a copy of the FIR, free of charge. Read it before accepting it, and check that what it says matches what you actually reported.ایف آئی آر کی نقل مفت حاصل کرنا آپ کا حق ہے۔ قبول کرنے سے پہلے پڑھ لیں اور دیکھیں کہ جو لکھا ہے وہ آپ کی دی گئی اطلاع سے مطابقت رکھتا ہے۔
Nobody may charge you for this. Not for the registration, not for the copy. A demand for money at this stage is itself a complaint worth making. - 5

Refusal is not the end of the matter. You can escalate to the senior officer of the district, and apply to the Justice of Peace — the ex-officio Sessions Judge — under the Code of Criminal Procedure for a direction to register the case.انکار معاملے کا خاتمہ نہیں۔ آپ ضلع کے افسرِ بالا سے رجوع کر سکتے ہیں، اور ضابطۂ فوجداری کے تحت جسٹس آف پیس یعنی سیشن جج سے اندراج کی ہدایت کے لیے درخواست دے سکتے ہیں۔

Each province runs complaint lines and online portals, and Punjab operates Police Khidmat Markaz centres for many services. - Paying someone to register an FIR.It is free. - Giving up after a refusal.The Justice of Peace route exists precisely for this. - Waiting days before reporting.Delay is routinely used to cast doubt on a complaint.
